AC cold when stationary, goes warm when moving

AC cold when stationary, goes warm when moving
2009 Suburban 1500. AC blows very cold (37-39) when parked.
Start driving and air gets warm, generally the temperature of the outside air.
Could this be the clutch cycling switch?
The 3 actuators are working. The driver and passenger mix controls are fine.
