Default brake lights, signal lights, and hazards not working!

ive got a 96 tahoe 5.7L and the hazards, brake lights, and signals aint working. looked at the fuse box under the hood and figured it was a missing relay, diagram says there should be one, but there's nothing to plug it into but plastic. likewise the 30A hazard fuse on the bottom right appears to have 1 of 2 clips for the fuse to plug into. after seeing other fuse boxes online for the same gen of gm, they all look the same so now i'm beyond confused. when signaling, indicators appear on my gauge cluster but they don't activate on the rear lights or head lights. same with hazard switch, appears on gauge cluster only. if someone could help me figure out what sort of things i should check, or if i need to repair my fuse box, id really appreciate it.
