Try holding the headlight switch in the OFF position while starting the engine.
To disable the brake lights you may have to wire in a separate switch to disable the brake pedal switch.
You'll have be sure to flip the switch back before you hit the road after exiting the dark area.

Thanks a55Bruce bit I'v tried that many times but as soon as the engine starts there is a quick flash of the headlights that is NOT welcome and then they go off. Have also tried leaving in N with the parking brake on and the same thing happens. Good idea on the brake light toggle switch as that may let me to more easily stick the key in and press the brake to get the lever out of park without the brake lights coming on. Another switch might be used to disable the headlights too. More to think about.
