dome light won't turn on with dash switch

dome light won't turn on with dash switch
My dome lights turn on when the doors are open. The override switch works like it is supposed to. When I rotate the dash light wheel all the way up the dome lights won't come on. Since they work in most conditions I don't think it can be a fuse. is there anything other than the switch module being bad that would cause this?

Must be the dash switch itself if it works to dim but not to run the dome light. I have replaced my 93 light switches 3 times since purchase in 95
