engine will not decelerate on highway

engine will not decelerate on highway
i have a 99 tahoe with 170,000 miles. when driving on the highway and let my foot off the gas pedal the engine continues to run at 1500 rpm for 10-15 seconds than drops down to idle. any suggestions?

How does it idle at a stop?
Have you cleaned the throttle body. it could be gunked up and causing a slow response...
Could be a Idle Air Control or Throttle Position Sensor or a vacuum leak...
