Default Fuel filler pipe bracket at rear frame cross member

2003 Tahoe: 5.3 L Flex:

Struggling to attach the fuel filler pipe bracket to the rear frame cross member.

It is my understanding that one must : " engage the fuel filler pipe bracket to the frame."
I have a new fuel filler pipe and have studied the bracket which has a bolt hole on one end and a stirrup style foot on the other end of the bracket strap..

I am stumped on the stirrup style foot attachment method.
I can barely peak above the frame to look for an attachment stirrup for the foot to slide into the stirrup.
I do not see one.
Did a receiving stirrup once exist and snapped off due to rust?

I felt around the top of the cross frame where the stirrup foot would land on the cross frame to search for a recess cavity that might swallow the bracket's foot.
I could feel a hole on the top of the frame.
I tried photograph the cavity.

So, I attempted to force the foot of the bracket strap into the frame cavity.
Result : failed.
I could not get the foot to slip into the cavity.

Am I wrong in trying to force the foot into the cavity?
Youtubes do not address this tedious procedure.
Everyone glosses over this step as if it would be easy.


What am I missing to " engage the bracket to the frame"?

You have to go in the hole sideways and then turn right side up as you push the other half of the stirrup in the hole.
