Help 02 suburban reduce engine power when i jumped it in the morning.

Default Help 02 suburban reduce engine power when i jumped it in the morning.
I also got the code p1518. I tried to drive it but wouldnt go past 20 mph. So than i waited 2 hours jumped it again and sounds good as it should. What could cause this? Bad battery low voltage? I added a subwoofer to it 2 days ago and it ran fine for awhile could the amp be the cause thanks.

OBD II code P1518 Is a faulty, damaged or intermittent Throttle Actuator Control (TAC) module. You'll need to address this issue or your vehicles will not run as intended.

so just replace the tac than?
