Default Lagging at high speeds

Good morning all,

Been a while since I posted. I'm trying to help a friend. He has a 2001 Tahoe. About 235k miles. Just replaced transmission. Here's the symptoms. When he's at 60 - 65mph, it feels like something is pulling him back. Like a parachute or something. He thinks it's rear end.

I looked at the rear differential. It's greasy all around the bottom half. Not wet but it's greasy around the seal. Could it be the rear differential needs to be resealed and new gear oil? If so, does anyone have the procedure and part numbers and type of gear oil to get?
