Default Long crank times can't seem to figure it out!

Hey everyone, I have a 1996 Suburban 2500, with the 7.4l v8 in it. I have the code p1351 which is Ignition Control Module High Output. I've replaced the ignition control module, throttle position sensor, crank shaft position sensor, and ignition coil. So, i have to let it crank a good 15-30 seconds, and when it does start, i have to give it gas so it doesn't sputter out and die. Good fuel pressure at rail, I can hear the fuel pump priming. Still, p1351 code. I can't for the life of me figure out why it won't start up normally. I have a lot of ideas for the truck, but first step is fixing this issue. Thanks!

You say that the fuel pressure is good, and you can hear the fuel pump? Is this the original or later replaced pump, as in the last 10-12 years?

Im not sure, I bought this truck a couple months ago. It was running and starting fine until recently due to frayed crankshaft position wires

There was a fuel pump recall with the 2000 models. If you are okay with the fuel pressure, replacing the frayed wires, if that's the issue should fix that. High module output, don't know

One thing if you fixed frayed wires, did you isolate each one?

I would see if you can borrow a scanner and see what shows up. I had a bad sensor on one of my older Impalas and would intermittently cause a hard start. I had a Pontiac that had a hard start that was caused by a bad fuel pressure regulator. Long long crank times on that one. Since you know you have a P1351 already, google that and see what you find online for it.
