Lowering rear pass windows

Lowering rear pass windows
My '07 LT has a limiter on the rear passenger windows. Anyone know if this can be re-programmed or removed to allow the windows to open 100%?

It's not a limiter. The Tahoe door is cut out around the wheel well. There's no room for the window to go fully down. Suburbans have straight doors, and the windows go all the way down.
