Anyone have a fix for this issue?

Driving down the road the other day when car stalled and wouldn't start back up. I thought I couldve been out of gas but I put 4 gallons in and replaced the battery. Still no start.

Part of me thinks fuel pump but when I put the key in the ignition the cluster goes crazy which it has not done before so maybe it's an electrical issue.

Any advice?
