Default Quick question about the spare tire

One of my buddies has a 2002 tahoe. He lost his manual and is not really good with computers. He asked me to find how to remove his spare tire, which led me to this forum. I tried searching the forum, but that came up empty. I am generally familiar with the winch mechanism. All I need to know is where and how the winch gets rotated to lower the tire.

Well its not because he has a flat, he just put 24's on it so that thing is just extra weight at this time. Thanks for the help guys, I will relay the info.
