Default Rear Blower

Hey all, I have a 2002 Tahoe with rear air - Computer Climate control. Went out to start it and the batter was dead. The battery was 4 years old, so I figured it was time for a new one. After installing the new battery, I get in the vehicle and without the key in the ignition the rear air blower was blowing. The only way I could get it to stop blowing with the key in or out of the ignition, started or not started, was to remove the climate control panel for the rear that is mounted in the mid ceiling.

Logic is telling me that since there are some electical components on this module, and by taking it out, the blower stops, that this is the faulty component. Anyone else seen this issue?
