rear seat belts are stuck/jammed... how to unlock?

Default rear seat belts are stuck/jammed... how to unlock?

Well I took off my second row seatbelts to do my interior swap. I got the new seatbelts but they are locked. I checked the original seatbelts and they are locked too. So i'm assuming that when they retract all the way they get locked for some reason. How do I unlock them and why does this happen? I opened one up to see the retractor mechanism but couldnt see anything wrong with it. It obviously lets me pull out without the cover on but when I add the cover for the retractor it locks up again. I tried searching older posts and others had this problem but never really explained how it was fixed. Hopefully you guys can, thanks!

Have you installed them yet?
If you have them on the bench, laying down, they will be locked untill you put them upright in the installed position. There is a locking mechanism in there that works on intertia. When you slam on the brakes, the seatbelts lock. Now if your holding the seat belt sideways or upside down, the locking mechanism will keep the belt locked until the tension is relieved and the belt is in the upright position

I thought that exactly, so I installed them momentarily on my tahoe and it still didnt work, I'm going to try it again tomorrow with all the screws properly tightened. I messed up one belt already =(
