Actually the IAC is controlled by the ECM and it controls the idle by porting a certain amount of air past the closed throttle blade. Due to intake reversion, it can get carboned up and not perform well. First thing to do is clean the throttle body assy including the IAC. in2pro posted some good instructions on this that you can probably find by searching.
