There are 2 hoses on the canister, 1 goes to the base of the carb, and the other goes to the tank

I think he was referring to the position on the needle wrt a clock face. I interpreted it as about 3/4 full.

You posted it was tbi. Has this car always been in Ca.? Sounds like that early crap California emission stuff.

it all make sense now. Being pre obdII it does not have evap monitors. The system was never meant to perform self leak tests.

You will need to have the system smoke tested to find the leak.
