Why do some 2007 start with 3 and others start with 1 , what's the difference ??

 

1- indicates the vehicle was built in the USA and 3 indicates it was built in Mexico.

All Tahoe's are assembled in the U.S.

 

on A suburban is there a prefernce as to where to get it from , is one factory betterin quality than the other ??

Not really, the assembly plant in Mexico is newer and with slightly higher automation. There are not any significant differences in the build quality between the U.S built and the Mexico built Suburban’s.
The GM jobs in Mexico are well paying and highly coveted; the workers do an exemplary job so as not to jeopardize their employment.
