Default Tracker Towing

The 4 wheel drive Tracker can be towed with all 4 wheels on the ground. It will require a base plate and a tow bar. (Blue Ox makes both). You put the key in the accessory position and the 4 wheel drive transfer shifter in nutural.
You will also need a brake light kit.

If you indeed have the transfer case in neutral, it would be impossible for the rear wheels to be engaged.
Try it without the Tracker being connected to your RV. With the engine running, put the Transfer case in neutral: Put the auto shifter in drive: Your Tracker should not be able to move if the Transfer case is truly in neural. If it does move, then I am lost.
I have been pulling my Tracker for several years and never had your problem.
