Default Gasoline smell on fill up

Need help with my 1998 tracker. When ever I fill up there is a strong smell of gasoline, however after using approx. 1/8 of a tank the smell will go away. The tracker also has a check engine light with a code for loose gas cap. The gas cap has been replaced with the gas smell remaining after a fill up. the gas tank has been dropped to check for possible leaks with none found. So I'm at a loss in finding a fix to this problem. Any help on this problem would be greatly appreciated. .

I don't know if this will be helpful to you but here goes when I was having trouble with my fuel pressure regulator fuel pressure dampener and air to fuel ratios I think that's the right term, I had odd gas smells and my 98 tracker would act like it was hesitating at the pump as if it was going to stall out and mine's an automatic so it wasn't you know operator error maybe take a look at that stuff I don't know I did replace also around that time I also replaced two of the same O2 sensors within like 3 weeks
