My power steering is tight, but my steering fluid is full, what can we do to fix this?

The Tracker service manual basically says check for a hydraulic condition first and a mechanical problem second. The power steering system test procedure is listed below.
If the problem is hydraulic it's either going to be the pump or the steering gear (rack and pinion).
