Shifting problem

I seem to be having a problem with the transmission shifting on my 2000 Tracker with the 2.0 L engine. It upshifts and downshifts fine until it gets to highway speeds. I can get up to 55-65 mph no issue, the shifting to the next gear is fine. However, when I let off the gas the RPMs hang around 3000 rpm. It doesn't seem to downshift well until I get to about 30 mph or so. I've checked the overdrive switch and the transmission operates the same way with the switch off.
I've read some places that this could possibly be a kickdown cable, any other suggestions that I could check? This issue seems to be eating up my gas mileage.
