I had to keep the emergency brake on overnight and when you disengage it all the way down, the e-brake light stays on and though some tension will be released or applied almost seemingly random when pulling it and putting it down. I've been at the point where it is completely disengaged and when put in drive it will not move at all and pulled it and lowered it a few times and the light stays on and there is obvious tension even though it will roll.
