I’m trying to disconnect a fuel line (to remove the intake manifold) and saw this already on the vehicle. How the heck do I use it? It doesnt fully circle the line but has two teeth prongs poking into the connection and straps to the line.

 

That is a lock to prevent accidental separation. You will need to take that off and then use a fuel line tool to separate them.
