Steering wheel pulsates when turning

Steering wheel pulsates when turning
While moving, when I turn my steering wheel, it pulsates and does not turn smoothly. This does not happen at stand still. It is not a tire or alignment issue. I am thinking it may be the rack. Anyone else have any thoughts?
