Default Electrical issues

I have a 2014 Chevy Traverse and I have two electrical and safety related questions.

1) I get to my destination, take keys out of ignition, locked it with the key fob. THEN I’m getting frantic calls from my 13 year old saying she’s locked IN the SUV and it won’t allow her to unlock from the inside. Is it suppose to lock people inside with no way out?

2) The horn does not work either when it’s turned off (engine and battery). Is it suppose to only work when the engine is tuned on?

I was T-boned last year and my suv will never be the same again. The collision shop who “fixed” my car is ordering a new master control for other electrical issues and I’m wondering if these things are electrical as well?
