Default Bogging 350 Vortec (1996)

Hey, I have a 1996 GMC K1500 and it loses power under hard acceleration. I can not get the engine to go past 3000 rpm and has to down shift to pick up any speed. I really notice the issue when going up hills as the truck down shifts to first gear, barely making it up the hill. I replaced the fuel filter as I thought it may be clogged, replaced the fuel regulator as well. I am getting about 55 psi of fuel pressure when the key is on so I don’t think it’s a bad fuel pump either. I was reading other posts and lots say it is the MAF sensor however I unplugged it and it didn’t change a thing. The truck also does not start on its own, I have to use starter fluid every time unless the truck was warm and only sitting for about 10 minutes. Then it starts with an extended crank. Any suggestions on fixing this issue will be greatly appreciated.
