Did you ever verify that the shoes that were on it were installed correctly? Without confirmation, I can’t say why the OEM shoes mattered other than they were installed in the correct positions, and the removed shoes were not.

You said the right rear was locking up, so no, the left side cable wouldn’t affect it.

I am curious as to why this would have made a difference? He did install a new left side emergency brake cable which had been replaced not too long ago. Could this have been the problem?

Thanks for the input Gumby. I did not personally check the shoes but when I had the oil cooler lines removed by a different garage several weeks ago I had them check them & they said other than dust they saw nothing wrong. When I went to this new garage I told them the problem & before they dug too far into it to make sure the shoes were installed correct. I was told the shoes were installed correct but he suggested replacing with OEM shoes. I really don't understand either why aftermarket wouldn't work but right now the brakes are working great.
I assume the different garages were being truthful??

Unless you have reason to suspect they’re not being honest, take them at their word.

Situations like this get tricky because you don’t necessarily know the experience level of the tech looking at the problem. One tech may have only a year or two and the other may have more than a decade. The difference is going to be how they approach the diagnosis and what they look for.

As for why the OEM shoes mattered, I can only guess. I suspect something wasn’t assembled or adjusted correctly, but without having seen it myself, that’s just speculation.
