Bright light indicator
The indicator lamp is just an additional branch off the high beams circuit - if the headlights are actually on low beams, it’s likely there’s a short to voltage within the cluster.
Try unplugging the dimmer switch and see if it turns off.
If yes, use a jumper between the power in and low beam circuit. If the indicator is still off, the dimmer switch is keeping just enough contact to light the indicator but not enough to pull adequate current for the high beams to remain on.
