Default Instrument cluster gone crazy

Hi everybody I have a 2000 Silverado 2500 6.0 and the instrument cluster doesn’t work at all except for turn signal lights. When you plug in the scan tool everything comes on and seems to work normally. Everything goes off when you unplug it. The scan tool also can’t read. Anybody had this happen before? May have had an edge something or other on it previously judging by the back window sticker. I already replaced the cluster with one I know worked. Any suggestions are appreciated.
