the voltage gauge on the dash. Also lights dim when the gauge goes down. Heater on ect.. when rims are up it dont happen. Only while at an idle

Fix the idle to 750 rpm, then if if you have this issue still, replace the alternator.

It could be a fuel pressure regulator that won't let the idle past 500 rpm.

If by 500 he means closer to 550 then his rpm is correct. It shouldn't be at 750 unless it's still cold and warming up. At least that's been the behaviour on my 2005, a 2002 we had at work before and my friends 2001. 750 is way higher for a hot idle. He should be looking elsewhere for the problem.
