2012 2500 ITBC Brake output Grounded

Default 2012 2500 ITBC Brake output Grounded

As the title suggests, im having an issue with the ITBC. I don't get a "trailer connected" readout(was able to get it momentarily but I have no idea why or how) and the trailer I'm using works on another vehicle so it's a known good trailer. Additionally when I test the pins I get 12V from brake output(blue) and 12V+ constant(red/black) meaning that the brake output is acting as a ground. I doubt this is normal as I believe it should output 0-12v when connected to ground depending on brake applied. Any ideas on what could cause this? I've already changed the relay OEM and it remains. Haven't checked the entirety of the wire so check for brakes or damage yet. Thanks!

PS to certify it is in fact grounde, I have continuity between Ground(white) and EB out(Blue)
