What about the fresh air filter for the vent valve? Was that cleaned or replaced? If not, it could still be plugged and causing the problem.

Let’s be clear - a new part does not mean it’s a good part. I’ve seen OEM and aftermarket parts fail for various reasons, so let’s not assume it can’t be one of the new parts and approach this in a methodical manner.

I hope your local gas station attendant doesn’t get nervous when they see someone crawling under their truck at the pump.

One side of the canister has a large and small fitting right next to each other. The large fitting is the connection to the tank. The next time you get fuel, disconnect it and see if filling improves.

If yes, there’s a problem between the canister and the fresh air filter. Reconnect the tank and disconnect the vent valve, then try filling again.

If filling slows again, the canister is restricted/plugged.

If filling is still improved, the vent valve is faulty.

If filling doesn’t improve with the tank disconnected from the canister, there’s a problem with the tank vents/vent line and/or the filler neck.

I’d start by removing the filler neck for inspection, as the vents/vent lines will require tank removal.
