Default middle bench seat belt

I recently purchased a used '97 astro passenger van from a private party and the middle bench seat belt on the passenger side is just hanging from the retractor in the ceiling. I can't seem to find anywhere to attach it, either on the floor around the seat or on the seat itself. The driver side is attached to the floor. I'm assuming that it somehow attaches to the seat because the wording on the end implies that you need to detach the seat belt to remove the seat.

Thanks for any light on this...

The passenger side belt should have a female connectors on the end of it. This attaches to a chrome male connector on the side of the second row bench near the hinge forming the anchor. If you do not see the male connector, check the third row bench for it as it's easy to get in a hurry and swap the benches when putting them back in.
