Default 92 Lumina, Starting Issue

I have a 1992 Chevy Lumina, it has the 3.1L "T" Code motor. It seems to have issues starting. Generally if you use starting fluid it will start if you do not give it any gas right away after you start it, it will die. If you rev the engine up a bit for a few moments, and then let it idle it will stay running.

The car seems to run a bit rough at idle, and then will smooth out if you give it a little bit of gas. It does sound like there might be a vacuum leak, however we have not been able to find it as of yet. Once the car has been running for a while, if you turn it off and restart it, it starts just fine. We figured it was the Pressure Regulator, so we replaced that and it still has the same problem.

We hooked a Fuel Pressure Tester up to it and it gave a reading of 40 PSI at Key On Engine Off, and once started held steady at about the same 40 PSI.

Plugs were just changed and wires were changed recently as well. We just did an engine swap on it because the old engine's heads were bad, before we swapped the engine it seemed like it was having a similar problem.
Any suggestions/advice would be appreciated.

*edit* Also when you step on the brakes the car seems to drop in rpms and not run as smooth.

What is the process for checking the injectors if you believe they are dirty. Also as for the vacuum lines what is the best way to check those to see that there are none disconnected/cracked.
