Default 95 beretta "SES" code retrieval

I have a 95 beretta 2.2 motor,and the SES light keeps coming on.It is a obd-1 and when I jump the 2 wires at the diagnostic port,nothing happens.The SES light does not flash the code.Anybody ever run into this problem?

yep key is on,and no I cant take it to the auto parts store,cuz no body around here can read obd-1 codes.has to be 96+
