1991 Caprice 5.0l - Throttle Position Sensor

1991 Caprice 5.0l - Throttle Position Sensor
Started having drive ability issues . Tested the TPS with my Volt - Ohm - Amp meter . Showed open between all 3 terminals . Any idea what the resistance should be ?

Replaced the TPS & TPS connector . Drove the car around 25 miles at 60 - 65 MPH . Seems to run pretty well at that speed .
Still surges some at slow ( barely moving ) speed . Idle does not seem stable .
This is the 5.0l TBFI with 2 large injectors . I replaced the fuel pressure regulator , thermostat & coolant temperature sensor last fall .
46,600 original miles .
