Rear seat won’t go down but see latch moving

Rear seat won’t go down but see latch moving
Rear drivers side back seat won’t fold down. Pulling on switch and can see it pulling cable and moving the latch down at the base but won’t go down. Tried wd40 and it did nothing. Any ideas?
