rear seat won't fold down

rear seat won't fold down
Good afternoon, I am new to this group. I have a 2013 Captiva and the rear seat on the drivers side will not fold down. When I pull the latch on the top it doesn't pull on the cable. I can see the cable. Any ideas on how I can get the seat to fold down as well as fix this issue. Your help is much appreciated
