2003 Cavalier tach only showing 300rpm idle?

2003 Cavalier tach only showing 300rpm idle?
I know its not accurate, cause it would be shaking a lot at such a low idle and no check engine lights or codes are on. My fiance said that the check gauges light came on when she was driving home but her fuel was pretty close to empty and it went away after she filled up, but I haven't driven it enough to know whether check gauges means low fuel or not, I assume it does.
But anyway, the tach still is reading really low at idle, anyone know what is at fault here? Also in park or neutral it seems to limit the engine rpm to 3500 or 4000 rpm if you dry and rev it, not sure if its supposed to do that or not, perhaps also related to the tachometer reading wrong. We bought it from carmax and its still under the 30 day warranty, so i'm gonna take it in. I can fix it myself if need be but would rather let them do it for free

the thing in nuetral and park is the rev limiter its suppose to do that
take it back and ask them to plug a scan tool in and see if the computer rpm and the gauge match up

I'v got a device I can hook up to the plug wires and check the rpm, guess i'll do that one day this week and see what its actually reading.
