Default Air Conditioning causing engine to overheat

2001 Cavalier, 2 door, manual transmission-

On the highway I can use the air conditioning with everything normal.

When in town, stop and go driving, the engine temperature will climb also I hear a hissing sound coming through the vents and the air is not cool. I also hear a tick come from engine.
When the car comes to a stop it does this but when I drive the air conditioning will work (blow cold air), temp will stay up. It just does at stops.
Please help, thanks!

I'd say a/c compressor is perhaps low on charge, or probably is going out.

It sounds like there's a problem with the cooling system. Does the cooling fan run? Does the A/C compressor run? When there no air flow through the A/C condenser and radiator, the refrigerant pressure will rise and the PCM will disengage the A/C compressor at some point.

I second EinST. Regarding cooling fan. Compressor obviously runs if you get cool at higher speeds.
