Question Blower Problem/ Totally stumped

When I turn the **** for cluster for the ac/heater control nothing works except my rear defroster and when I turn it to defroster the ac light comes on, other than that nothing works. I have change the blower motor, the resistor, all fuses, the wiring, the switches and even cluster itself. Any advice would help, I at a complete standstill, needs to be fixed by winter or I can't drive, I cant even drive in the rain. Anything helps, thanks.

Also forgot to include it is a 99 Cavalier with a 2.2, 5 Speed. I checked the fuses and they have power.

Sounds like bad/missing ground [somewhere] to me.
