You need a beam-type torque wrench. Clicking type will do, too, but the first one that exceeds beam-type in preciseness is a $500 Snap-On instrument. Yes, all cheaper clicking ones are junk.
You need to make sure your cylinder head is not warped, if it is it needs to be machined. Also inspect it for cracks and some valve job may be in order, too.

So should I use a beam type torque wrench instead of a clicking one? Also what is the best cleaner to clean the inside and outside of the head cylinder?

You can use a ratchet type torque wrench or a needle type. Important thing is to adhere to the torque pattern and values, general rule is to torque 1/3 total value on the pattern, then repeat the same till you have the final value.

I know I need new head bolts when replacing the head gasket, but do I need new bolts for the cam? What else do I need when replacing the head gasket?
