Is the anti theft system an aftermarket one, or a factory one?
If it is an aftermarket one, whoever installed it may have mixed some wires up

It is factory. People I've talked to said change the gauge face. Will that fix it?

There are 2 power circuits for radios. One is the power from the switch that goes on and off when you turn the key. The other is always on to keep the memory in the radio so that you don't lose your clock time and radio presets when the radio is off. Maybe the radio has an internal short and that is why it is staying on.
