We have a 94 cavalier 2.2l 3spd auto witch doesnt seem to be able to tell when it is in park or neutral to let the car start. When the key is turned nothing happens (no clicking, starter doesn't engage) Is there a switch that controls this ?

 

It's called a Neutral Safety Switch.

 

Is this what your looking for? I got one all sticky once a while back from spilling a soda in it, it did the same thing.
