Default Timing problem

Hi, Wes here. I've built a sbc 383 stroker. This is what I've checked. Turned engine until #1 intake valve closed. Bumped engine a little bit to get harmonic balancer to tdc. Checked distributor rotar, pointing straight to #1. Carburetor primed, cranked and cranked it, would not fire. Had to turn the distributor so much that the vacuum advance can is almost touching the intake. This barely moved the timing line on the balancer. Line is still too far retarded. Can't figure this out. Any suggestions? Thanks

If this is a point distributor, I'd suggest the point's are slipping. Tighten the hold down screws.
