Default Cobalt LT Electrical Short

2005 Cobalt LT

The Cooling Fan II relay makes noise, gets hot, and runs the fan at all times.

Relay is ok.

Car will not crank with Fann II relay plugged in.

Car will crank, but no fuel pressure with Fan II relay pulled.

No visible damage to wiring harness or connectors.

I think that the control for the relay is making contact with some other wire or ground. I removed the fuse box, but the relay does not seem to plug into one of the harness connectors under the box. It plugs directly into the fuse panel and, I assume, is run from there some way out to the PCM.

Has anyone ever seen a Cobalt fuse panel suddenly go bad after 65,000 miles?

Can I remove the panel from the box and take it apart if I remove all the fuses and relays and harness connectors, or is it a sealed plastic part that has to be destroyed to be opened up?

What is the normal draw for a Cobalt with the key out and everything turned off?

normal parasitic draw should be 10-20milliamps. anything under 50milliamps is acceptable.

in the crank position, fan relay in:

-is the crank relay energizing
-with the door open and headlamp on while cranking; do the dash, cabin or exterior lights (all the park &headlamp relays are supplied of the same B+bus as the fan relay) remain unchanged or do they dim

can you access p, b or u codes.

everything is powered off the same B+ bus. What voltage do the crank, run/crank, powertrain relay have; when cranking with the fan relay in
