Default 2004 Express 3500 odb2 port not working?

I have a 2004 express 3500. I have owned it for about 3 years and since I got it the odb2 port has not worked. I have been getting a flashing check engine for a little while now and I would love to check the codes. I checked the power on the pins of the port and have nothing. Also the drivers side 12v plug is not working but the passenger side does. I have checked every fuse and all are fine. Any other ideas?

Have you tried another analyser?

What OBD II pin are you reading no power on?

My recent (2004 3500) OBD II check engine light turned out to be an O2 Sensor.
