Gave up the ghost and brought it to a mechanic. Proper scanner not worth the expense.

I was going to purchase this item as soon as the seller got back to me as to whether or not it would work on my 2000 Chevy Express 3500. Would it simply not communicate with your van?

I brought it to the mechanic, and he did it.

Last summer I did my '97 the old fashioned way after replacing the brake lines, rear brake cylinders and front calipers: My wife in the van, pressing and releasing the brake pedal on my command while opening and closing the bleeder screws on all 4 brakes.
That worked pretty OK and after some time all air was out and the van passed the yearly brake test very well.

As far as I know my '97 Express also has an ABS-module.
