Isn't that Fibreglass? I suppose it is plastic. I've seen similar ones from time to time online. I think it's best you either visit a wrecker or talk to a outfitter shop. You know the kind of place that takes base passenger shells from the GM factory and upfits them into luxury vans. They will know. That piece you have was probably a limited production run. Just my guess.
Looks like an outfitter bumper to me.....
You may be able to to an epoxy or fiberglass repair from behind for strength, and then bondo the front and repaint, but thats a lot of work for a plastic bumper. I would chase down a nice chrome one.

These are lightweight plastic covers, which Explorer puts on.
I can buy polyester ones here for €290,- a piece, but they are very heavy and will shatter on impact i'm afraid.
I was hoping that you guys had more experience finding the original ones.
