So I tried removing those screws earlier that is why I came to that conclusion. I got pretty far and also felt that it didn't make sense. That piece above the BCM is held by those screws but also 2 from the top that are underneath the dash part that reaches the windshield. So to remove that piece above the bcm I would need to remove the upper dash panel to access those 2 bolts which as it happens also requires remove the bezel piece that covers the radio onto the gauges.

The bezel is just clipped in. It comes off with a tug, and you probably wouldn't need to take all of it out. The top is held in with bolts and clips. Again, you probably only need to loosen one side. But that all seems very unnecessary. More than likely you just aren't pressing the right releases on the BCM.
